As countries move to take on more stringent climate commitments, competitiveness and leakage concerns have arisen in energy-intensive sectors. Countries facing stringent policies fear that their industries might relocate to countries with less stringent policies. ICTSD’s programme on trade and climate change is studying the issue from environmental sustainability and equity perspectives, and bringing together different stakeholders to promote a clear understanding of mutually-agreeable options.
